He ran a bank, then the NDIA, then a private equity-owned NDIS provider, then the company that owns three NDIS plan managers.
He took his team with him.
The Chain
De Luca ran Bankwest, part of the Commonwealth Bank, from 2012. In September 2016 the Commonwealth Bank announced his resignation, and he left at the end of the year.[1]
A Commonwealth Bank remuneration document published by the Banking Royal Commission referred to a “termination arrangement”. When Senator Jordon Steele-John raised it at Senate estimates in March 2021, De Luca wrote to the committee that he had resigned, and that the bank uses “termination arrangement” for salary and leave entitlements whenever someone leaves.[5]
Eight months after leaving Bankwest, he was made chief executive of the NDIA. Social Services Minister Christian Porter welcomed the appointment, describing Bankwest as “a significant, demanding and customer-focused job”.[2]
When De Luca resigned, the NDIA announced he was going straight to Zenitas, “a community health organisation, which has recently been acquired by the private equity firm of Adamantern Capital Management and Liverpool Partners.”[6]
He brought his Bankwest people with him. Antonia Albanese, Bankwest’s General Manager Small Business, joined the NDIA in December 2017 to run markets and providers. Anthony Vella, Bankwest’s Head of Strategy and Transformation, joined in January 2018 as deputy CEO and chief risk officer.[7]
Both left the NDIA on 30 June 2019, both went to Zenitas, and both now sit on McMillan Shakespeare’s executive team.[8]
McMillan Shakespeare owns three NDIS plan managers: Plan Partners, which it bought outright in 2020, Plan Tracker, bought in July 2021, and My Plan Support, bought in May 2025 with 3,800 customers. The company says it uses AI and robotics for fraud detection and invoice processing. It now reports 43,000 customers.[4][9][10]
Company records show the same pattern. ASIC lists De Luca as a director of 28 companies in the Zenitas group from June 2019, including Claro Disability Services, APM Lifecare, Dimple Physiotherapy and Zenitas Healthcare, until 25 February 2022. From 16 May 2022 he became a director of McMillan Shakespeare and its subsidiaries, including Plan Management Partners and Plan Tracker. On 30 May 2025, the day the My Plan Support purchase completed, he became a director of Plan Support Agency Pty Limited.[3]
